Changing the business liability provision in the COVID-19 response and reopening for business liability protection act to apply to actions accruing on or after March 12, 2020, and prior to termination of the state of disaster emergency related to the COVID-19 public health emergency.

Chairperson Patton opened the hearing on SB283. Natalie Scott provided an overview of the bill.(Attachment 1) Ms. Scott answered questions from the membership.

Proponents

Eric Stafford testified in support of SB283 (Attachment 2) stating the Kansas Chamber represents small, medium and large businesses of all industry segments across the state. Mr. Statford stated he appreciated the opportunity to testify in support of SB283, which extends the business liability protections until March 31, 2022. Mr. Stafford asked for the continued support by this committee.

Audrey Dunkel testified in support of SB283 (Attachment 3) stating the Kansas Hospital Association has reviewed all of the flexibilities contained within Senate Bill 14 and worked with our members to identify the key provisions they believe are necessary to maintain patient care levels. Those provisions included in SB283 are spelled out in her written testimony.
