Chairperson Hilderbrand opened the hearing on HB2209.

Jenna Moyer, Staff Revisor gave an overview of the bill.

Whitney Damron testified as a proponent of HB2209 stating that HB2209 would allow Kansas doctoral-level psychologists to engage in telepsychology and limited in-state practice in compact states through a uniform regulatory process administered by Psychological Interjurisdictional Compact (PSYPact). (Attachment 1)

Janet Orwig said in her proponent testimony the goal of PSYPact is to improve access to mental health services by facilitating the competent practice of telehealth by licensed psychologists across state lines and represents a significant and crucial step in the profession of psychology. PSYPact would be particularly helpful when patients travel out of state, for patients such as family of military personnel who move frequently. (Attachment 2)

Milfred "Bud" Dale spoke in support of HB2209. He stated that PSYPact expands opportunities for Kansas psychologists. PSYPact can facilitate interjurisdictional practice, both for providers located near state lines and those located throughout the state. Attachment 3)
