Jason Thompson gave a bill brief of SB9 stating that the bill requires newly certified law enforcement officers to attend diversity meetings organized by the Kansas Commission on Peace Officers' Standards and Training. (Attachment 15)
Adam Proffitt submitted the fiscal note for SB9. (Attachment 16)
Jeff Easter gave a law enforcement opinion about this bill stating that they are already doing some of this and there has been a negative response from it because community speakers who have come into the training have been abusive and belligerent. There is also the concern that the needs in Wichita are different from the needs in Dodge City or Concordia. He would like to see more in the bill to define who the speakers should be or how this should be structured.
Ed Klumpp gave his opinion that the bill does not define which peace officers' organization is responsible for this training. He would like it more defined.
