Minutes for SB37 - Committee on Insurance and Pensions

Short Title

Updating producer licensing statutes pertaining to appointment, examinations, fees, licensing, renewal dates, continuing education, suspension, revocation and denial of licensure and reinstatement.

The Chairperson opened the hearing on SB37 and asked Eileen Ma, Assistant Revisor, Office of the Revisor of Statutes, to provide an overview of the bill. The Revisor responded to Committee questions.  (Attachment 3)

Lee Modesitt, Director of Government Affairs and Communication with the Kansas Insurance Department (KID) provided testimony in support of the bill.   He said that the goal of SB37 is to streamline the processes for agents, companies, and the Department, by utilizing the same tools much of the industry is already utilizing.  He went on to say that SB37 will make it easier to do business in Kansas.  Mr. Modesitt concluded his testimony by stating that his department would be appreciative to the Committee to move this bill along, adding that the more lead time his department has, the better prepared they will be for the implementation of the changes included in the bill. (Attachment 4)

Elizabeth Smoller, Attorney with the Kansas Association of Insurance Agents, provided testimony in support of the bill.  Ms. Smoller stated that her organization is supportive of SB37 and that they are grateful to the KID for their efforts to improve processes and gain additional efficiencies. (Attachment 5)

Representative Neighbor moved to suspend the rules and take action on SB37.  Vice-Chairperson Croft seconded the motion,  The motion passed.

Vice-Chairperson Croft made motion, not withstanding the slight technical amendments outlined by Advisor Ma, Representative Neighbor seconded, that SB37 be passed favorably.  The motion passed.
