Chairperson Warren opened the hearing on SB408.

Jason Thompson, Senior Assistant Revisor, provided an overview of SB408 and stood for questions.(Attachment 8)

Ed Klumpp testified in support of SB408, stating this bill is more than just about mail. The bill includes all packages delivered and protects merchants who suffer losses when those packages are stolen off porches. SB408 is a good and workable solution to a huge and increasing problem. (Attachment 9)

Special Deputy Sheriff Greg Smith testified supporting SB408, stating package theft in the United States has become one of the largest crimes there is. The bill would allow for prosecution of "porch pirates" for package theft at the same level as serial shoplifters. (Attachment 10)

Eric Stafford testified in support of SB408, reporting the increase in package theft from porches and mailboxes came from the Kansas Manufacturing Council and the Kansas Retail Council, which fall under the umbrella of the Kansas Chamber. SB408 will provide clarity for retailers and law enforcement on how to handle theft of multiple packages. (Attachment 11)
