Chairperson Huebert opened the hearing on HB2505.

Jason Long, Office of the Revisor, gave a brief overview of the bill.  (Attachment 1)

Proponent Conferee

John Clark, Senior Director of State Government Relations for State and Federal Programs at ACT, Inc. testified as a proponent for HB2505.  He stated there is no fiscal cost attached to this bill.  This bill allows ACT and other similar testing companies gather names of students for the purpose of recruitment.  Currently there is a requirement for students to opt their students "in" and this proposed legislation would change that to an open "out."  ACT does longitudinal data and thus needs access to real names and scores.  Clark encouraged the Committee to support this legislation.  (Attachment 2)

There was a discussion about what questions are asked of the students, such as religious affiliation.  Mr. Clark will provide those questions to the Committee.

Chairperson Huebert adjourned the Committee at 3:11 p.m.
