Chairperson Barker opened the hearing on HB2528.  The Revisor provided an overview of the bill.  Questions were asked by Representative Highberger and Howe.

Chairperson Barker recognized Cecil Dale as a proponent on HB2528 (Attachment 1).  He stated that the Central Baptist Association owns inflatable bounce houses and is in support of having inflatables removed from the Kansas Amusement Ride Act and would request that HB2528 be passed. 

Chairperson Barker recognized Derek Franklin as an opponent to HB2528 (Attachment 2).  He stated that inflatables are a non-mechanical entertainment device.  They do not require extensive maintenance and repair.  The only movable device is a blower.  There is no history of problems with inflatables so they should not be included in the Amusement Ride Act.  He asked the Committee to pass this bill.  Questions were asked by Chairperson Barker and Representatives Arnberger, Miller, Eplee, Highberger, Hoye, and Waggoner. Some of the discussion centered around whether he was a proponent or opponent of HB2528.  He stated that he would be in support of the bill if there was an amendment excluding all inflatable devices from the act, regardless of whether they were owned by a nonprofit organization or a for-profit organization.

Chairperson Barker noted that there was written proponent testimony from Tim Singleton, First Southern Baptist Church, Great Bend, Kansas (Attachment 3) and Howard Rogers, First Southern Baptist Church, Ellinwood, Kansas (Attachment 4)

There being no further conferees, the Chairman closed the hearing on HB2528.

The meeting was adjourned at 9:47 a.m.
