Short Title

Allowing consumption of beer and wine on the Kansas state fairgrounds and crediting a portion of moneys collected from the liquor enforcement tax to the state fair capital improvements fund.

Chairperson Barker opened the hearing on SB2.  The Revisor provided an overview of the bill.  A question was asked by Representative Smith.

Chairperson Barker stated the Senate passed out this bill 31-8 last year.  They wanted to take it up on a conference committee, but we would not do that because the House had not heard the bill.  It was referred to the Commerce Committee, but it was then referred to this Committee.

The Revisor stated that there are some technical amendments because the bill needs to be updated.

Chairperson Barker recognized Bryan Schulz as a proponent of SB2 (Attachment 2).  He has served as a Fair General Manager for 14 years and observed alcohol consumption fairgrounds across the country.  He believes this bill will result in great benefits to the Kansas State Fair.  A question was asked by Representative Howe.

Chairperson Barker noted that there was written proponent testimony from Tyler Rudd of the Wine Institute (Attachment 3).

There being no further conferees, the Chairman closed the hearing on SB2.

There being no further business, the Chairman adjourned the meeting at 9:38 a.m.
