The Chairman opened the hearing and called upon Jason Long for a revisor overview of the bill.

The Chairman called for proponent testimony on the bill.

Proponent Scott Beeler explained that the legislature is the only body that can determine the intent of the language of the original related bills and he provided a detailed analysis of the bill.

Proponent Brenden Bussman described the process of para-mutual wagering and how it has become a standard form of entertainment in many states.

Opponent Whitney Damron claimed that this bill attempts to redefine the function of para-mutual racing.   (Attachment 4)

Opponent Mike O'Neil requested that the committee approve the technical amendment that would exclude greyhound from the bill. Mr. O'Niel explained with the technical amendment his interests would shift to a neutral position.     (Attachment 5)

Opponent Jim Garland endeavored to point out that greyhound racing is still a sport that is alive and well.  (Attachment 6)

Opponent Kevin Fowler cautioned that this bill would change the intent of the original framework of the bill and incur legal liability to the state.  (Attachment 7)

Opponent Terry Humphrey recognized that greyhound has been decoupled from Kansas racing, but she cautioned that the bill does encourage simulcast racing.   (Attachment 8)
