Representative Helgerson moved an amendment (Attachment 4) to raise the service fee from $10. to $12, seconded by Representative Ballard. Motion failed. Discussion followed. Representative Helgerson then moved to pass the original bill, seconded by Representative Ballard. Motion carried.
