Chairperson Warren opened the hearing on SB483.

Jason Thompson, Senior Assistant Revisor, provided an overview of SB483 and stood for questions. (Attachment 3)

Stephanie Mulholland testified in support of SB483, stating the bill leads to a solution to address an increasing crime rate for many financial institutions. Insurance company estimates show ATM "smash and grabs" have increased remarkably in the last three years. With the increased incidents of this type of theft and the belief the crime is an organized effort, it is hoped increased penalties will make criminals think twice. (Attachment 4)

Kelly VanZwoll testified in support of SB483, touting the same issues as Ms. Mulholland but adding the loss of the ATMs not only results in a loss of cash but also equates to a loss of service to customers for weeks or even months because of supply chain issues to get replacements. Ms. VanZwoll noted since 2020 there were more than 35 ATMs in Kansas attacked that led to over $1.3 million in damages. These damages resulted in an increase of insurance premiums and costs that will eventually end up being passed on to members. (Attachment 5)
