Minutes for SB422 - Committee on Ways and Means

Appropriations for FY 2023, FY 2024 and FY 2025 for various state agencies.

Chairperson Billinger called for final action on SB 422 and SB 444.  Amy Deckard, Kansas Legislative Research Department (KLRD), provided an update on current Senate adjustments for FY 2022, FY 2023 and FY 2024 and the current list of Senate items for Omnibus consideration.  (Attachment 1)    (Attachment 2)

Ms. Deckard also distributed a document listing items to be discussed today that need to be addressed prior to finalization of the budget.  (Attachment 3)

Kansas Bureau of Investigation: Chardae Caine, KLRD, reviewed item 1 and provided a fact sheet provided by KBI.  (Attachment 4)

Senator Claeys moved, Senator Fagg seconded, to discuss this issue further at Omnibus.  Motion carried.

Board of Indigents' Defense Services: Martin de Boer, KLRD, reviewed item 2 and provided a memo and spreadsheet provided the Board.  (Attachment 5)  (Attachment 6)    

Senator Claeys moved, Senator Fagg seconded, to discuss this further at Omnibus.  Motion carried.

Kansas State School for the Deaf: Gabrielle Hull, KLRD, reviewed item 3 and provided a staff document regarding the School as well as a memo from the School for the Deaf.  (Attachment 7)    (Attachment 8)  

Senator Claeys moved, Senator Fagg seconded, to discuss this further at Omnibus.  Motion carried.

Kansas State Department of Education:  Gabrielle Hull, KLRD, reviewed item 4 and provided a staff document regarding the request.  (Attachment 9)

There was agreement last week to fund this so no action was taken.

Office of the State Bank Commissioner:  Matthew Moore, KLRD, reviewed item 5 and provided a staff document regarding the agency request.  (Attachment 10)

Senator Claeys moved, Senator Fagg seconded, to seek a legislative solution to this issue for all fee boards.  Motion carried.

Larned State Hospital: Matthew Moore, KLRD, reviewed item 6 and provided a staff document regarding the agency request.  (Attachment 11)

Brad Ridley, Director of Operations, Kansas Department for Aging and Disability Services, responded to questions from Committee members.

Senator Claeys moved, Senator McGinn seconded, to discuss this further at Omnibus.  Motion carried.

Osawatomie State Hospital: Matthew Moore, KLRD, reviewed item 7 and provided a staff document regarding the agency request as well as a document provided by the agency in response to questions from Committee members.  (Attachment 12)   (Attachment 13)   

Senator McGinn moved, Senator Claeys seconded, to discuss this further at Omnibus.  Motion carried.

Kansas Water Office:  Victoria Potts, KLRD, reviewed item 8 and provided a document from the Kansas Water Office concerning public water supply.  (Attachment 14)

Senator Claeys moved to discuss this further at Omnibus.  Discussion ensued.  Senator Claeys withdrew his motion.  This item will be discussed further this week during final action on the budget.

Kansas Department of Wildlife and Parks:  Victoria Potts, KLRD, reviewed item 9 and provided a document from the Department of Wildlife and Parks concerning SmartRMS and Body Cameras.  (Attachment 15)

Senator McGinn moved, Senator Hawk seconded, to fund this item.  Motion carried.

Chairperson Billinger continued final action on SB 422 and SB 444.
