Minutes for SB529 - Committee on Transportation

Providing for the electronic renewal of nondriver's identification cards.

Chairperson Petersen called the meeting to order for the hearing on SB 529.   Assistant Revisor Adam Siebers reviewed the bill; he reported that the bill allows the Secretary of the Kansas Department or Revenue (KDOR) to implement a program permitting electronic renewal of an identification card.  He commented that the facial image on the card could be shown by either a digital color image or photograph or a laser engraved photograph of the licensee (Attachment 1).

Kent Selk, Driver Services Manager for the Kansas Division of Vehicles, KDOR, spoke as a proponent of SB 529  (Attachment 2).  He noted that the legislative change would allow for electronic renewal of Kansas identification cards by way of the iKan application https://ikan.ks.gov/.  The process of renewal is similar to that of renewing a driver's license.

Mr. Selk responded to members' questions:

  • Renewal is possible online if during the original application a personal appearance occurred.
  • There is currently a mail-in process for senior citizens with disabilities.
  • Mobile teams are scheduled at health care facilities to assist in acquiring current photographs for identification cards.
