The Chair opened the hearing on HB2597.

Mr. Siebers outlined the provisions of the bill (Attachment 3).  He said the bill will allow the creation of four distinctive license plates, each recognizing one aspect of the services of the Kansas Department of Wildlife and Parks: a generic state-parks plate, hunting, fishing, and nongame wildlife.  Each plate would be subject to development costs and would allow the agency to set an annual royalty fee to be distributed to the appropriate divisions under agency purview.  He noted that displaying one of the plates will also serve as a permit to the state park system.  Responding to a question, he replied that each plate is separately subject to the $5000 development cost.

Steve Adams, Kansas Department of Wildlife and Parks (KDWP), testified as a proponent for the bill (Attachment 4).  He stated that KDWP will track each fund in order to provide an accurate report to the legislature.  Answering questions, he replied that having four separate plates reflects the agency's broad vision and will allow aficionados to display their specific interest and foster support for the separate services of the agency.
