The Chairman called for testimony on the bill

Proponent Alex Johnson supported the claim regarding the existence of a shortage of affordable housing in Kansas by citing that 25% of all Kansans pay more than 50% of their income in rent or house payments. Mr. Johnson pointed out that material costs have exploded and pointed to the need that more resources are needed similar to the Ronald Reagan tax credits to encourage investment in housing and ownership. Mr. Johnson explained that surrounding states have utilized and expanded their programs to support housing development efforts. Mr. Johnson expressed the need for increases in funding opportunities at both the state and federal level.

Proponent Allie Devine stated an enthusiastic endorsement of the bill and announced that she will continue to seek an additional $50 million in state fund monies for more affordable housing.

Proponent John Shively pointed out the need for the modernization of the Kansas housing stock indicated that the bill would help make Kansas more competitive for housing build dollars. He stressed that demand for affordable housing far exceeds supply and that the bill would allow more renters to save money to invest in future home ownership.

Proponent Matt Gillam asserted that funding provided by the bill can be central to the future economic and jobs development in Kansas. Mr. Gillam warned that without such action the shortages will only become serious and in markets like Salina  where 50 new units were recently built, 500 more units are in high demand. Mr. Gillam referenced success of such programs being supported by the state legislatures in surrounding states.

Neutral Ryan Vincent discussed how similar programs are working today in other states and currently his agency is only able to award $1 for every $3 that is being requested. Mr. Vincent strongly commended the committee for considering the proposed expansion in funding to spur the development of more affordable housing.
