Legislative Post Audit Committee

January 9, 2006

The meeting was called to order by Chair Edmonds at 9:00 a.m. in Room

313-S of the Statehouse. Committee members present:

Completed Education Cost Study

Elementary and Secondary Education in Kansas: Estimating the Costs of K-12 Education Using Two Approaches. Barb Hinton, Legislative Post Auditor, along with Deputy Post Auditor Leo Hafner, and Audit Managers Cindy Lash and Scott Frank, presented the report. School finance legislation enacted by the 2005 Legislature directed Legislative Post Audit to conduct the cost study using both input-based and outcomes-based approaches to estimate the cost of providing a public elementary and secondary education in Kansas.

Dr. William Duncombe presented his report. The Division had contracted with Dr. Duncombe, along with Dr. John Yinger, both of the Maxwell School’s Center for Public Research at Syracuse University, for statistical work related to the outcomes part of the cost study. The consultants’ work is included as an appendix to the cost study report.

Ms. Hinton and staff answered members’ questions. The 2010 Commission also was present to hear the report, and the Chair permitted Commission members also to address questions to the staff and consultant.

There was no old or new business.

Date of Next Meeting

A meeting will be scheduled during the next week to select a new Chair and Vice-Chair, and to designate a Contract Audit Committee member.
