Chairperson Patton opened the hearing on HB2017. Natalie Scott provided an overview of the bill. (Attachment 3) Ms. Scott stood for questions.

Larry Rute (Attachment 4) explained the Kansas Supreme Court and Kansas Court of Appeals have a well-established history of defining and encouraging the broad enforcement of voluntary arbitration agreements. In addition, federal public policy also favors arbitration of pre-existing disputes. Mr. Rute summarized by stating the protections afforded by the Uniform Family Law Arbitration Act provide substantial benefits for parents seeking to rely upon arbitration as an effective and confidential means to resolve complex family disputes. The Kansas Bar Association urges approval of HB2017. Mr. Rute stood for questions.
