Chairperson Owens opened the hearing on HB2033. Natalie Scott reviewed the bill. (Attachment 3) Ms. Scott responded to questions from the committee members.
Tim DeWeese, Director of the Johnson County Mental Health Center testified in support of the bill. He said when we start to talk about mental health, it is steeped in stigma and there is a lot of debate about the difference between mental health and behavioral health. By redefining it from mental health crisis to behavioral crisis, you are not only encompassing the mental health issues but you are addressing the substance abuse issues and other issues where a young person may be emotionally deregulated. (Attachment 4) There were no questions for Mr. DeWeese.
Rachel Marsh, CEO, Children's Alliance of Kansas testified in support of the bill. She said the Children's Alliance of Kansas is an association of nineteen different family and children service providers. They see this bill as an improvement to the juvenile crisis intervention center bill so they can make sure they are capturing the spectrum of youth that are difficult to care for right now. (Attachment 5) There were no questions for Ms. Marsh.
Written only testimony in support of the bill was submitted by Tanya Keys, Deputy Secretary, Kansas Department for Children and Families and the Kansas Department for Aging and Disability Services. (Attachment 6)
