Jenna Moyer, Staff Revisor gave an overview of the bill. (Attachment 1) She took questions from committee members.
Representative Pat Proctor spoke as a proponent of HB2125 (Attachment 2) He said HB2125 aims to allow out of state body art providers to practice in Kansas temporarily with a charitable event permit and/or demonstration permit. HB2125 also ensures that these permits and the practice of body art are provided by only safe practitioners who are licensed in the state of their practice to provide body art services. This bill will allow communities and local providers to take advantage of the incredible opportunity that hosting talented individuals from out of state at charitable events and demonstrations can provide.
David Yocum gave supporting testimony for HB2125 (Attachment 3) saying that the bill would allow the Kansas Board of Cosmetology to issue cease and desist orders against unlicensed persons providing body art services. Currently, the statute is restricted to holders of a license to be disciplined for such violation. HB2125 would require the body art act to be in accordance with the Kansas administrative procedure act and reviewable under the Kansas judicial review act.
