Minutes for HB2168 - Committee on Agriculture and Natural Resources

Short Title

Allowing hemp fiber, grain and seeds to be used as food for livestock, poultry and pets; adding hemp grain to the definition of grain; authorizing the secretary to utilize performance-based sampling when inspecting industrial hemp; lowering license and registration fees; extending license and registration periods to two years; and exempting certain hemp processors from fingerprinting and background check requirements.

Chairperson Rahjes asked Kyle Hamilton, Revisor, Office of Revisor of Statutes, to give a review of HB 2168.  There were no questions.

Kelly Rippel, Kansans for Hemp, was introduced by Chairperson Rahjes.  Mr. Rippel reviewed the growing demands; operating under a federally-run program; hemp seed meal as a food ingredient and states that have approved hemp seed meal as an ingredient. (Attachment 1)  Mr. Rippel stood for questions.

Sarah Stephens, Kansas Hemp Consortium, was introduced by Chairperson Rahjes.  She reviewed the market updates; research universities; and state, local and federal incentives for hemp. (Attachment 2)  Ms. Stephens stood for questions.

Chairperson Rahjes called for action on HB 2168 and recognized Representative Moser.

Representative Moser moved, seconded by Representative Schlingensiepen, to pass out favorably HB 2168.

Chairperson Rahjes moved, seconded by Representative Moser, to amend HB 2168 with Substitute for HB 2168. (Attachment 3)

The Revisor explained the substitute bill and answered questions.

Motion passed.

Representative Moser moved emergency final action to approve Substitute for HB 2168, seconded by Representative Carlin.  Motion passed.

The next meeting of the House Agriculture and Natural Resources Committee is scheduled for Tuesday, January 30, 2024.

Chairperson Rahjes adjourned the meeting at 4:52 p.m.
