Chairwoman Warren opened the hearing on SB473.

Jenna Moyer, Revisors Office, gave an overview of the bill and stood for questions. (Attachment 10)

Ed Klumpp, Kansas Association of Chiefs of Police; Kansas Sheriffs Association; Kansas Peace Officers Association provides testimony in support of SB473.  The associations requested this bill as a matter of increasing efficiency for their officers.  Many offenders who are taken into custody for minor misdemeanor offenses are immediately bonded out upon presentation at the county jail.  In addition to that time at the jail, is the expenditure of personnel resources for travel time.  (Attachment11)

Greg Smith, Special Deputy for Government, Veteran, and Crime Victim Affairs, Johnson County Sheriff's Office, provided testimony supporting SB473.  He stated this bill will provide equity in the way these offenses are dealt with, regardless of whether the investigating officer was employed by a municipal, county or state law enforcement agency. (Attachment 12)
