Short Title

Substitute for HB 2570 by Committee on Commerce, Labor and Economic Development - Defining benefit year, temporary unemployment, wages and other terms in the employment security law, requiring electronic filing for certain employers, establishing qualifications for employment security board of review candidates, extending the deadline for new accounts following business acquisitions, making certain changes to the employer rate schedules, enabling employers to report claimant work search issues, confirming legislative coordinating council oversight for the new unemployment insurance information technology system implementation, authorizing the secretary to grant temporary unemployment, requiring the secretary to annually publish certain data, abolishing the employment security interest assessment fund and providing relief for negative account balance employers.

Vice Chair Dietrich opened the hearing on Sub HB 2570.

Staff provided an overview of the bill. (Attachment 8)

Proponent:

Phillip Hayes, SPHR, Vice-President, The Arnold Group, spoke in strong support of the bill, also in support KS SHRM, Kansas Chamber and NFIB. (Attachment 1)  Mr. Hayes provided additional information on technical cleanup on the bill, and additional information on the amendments from the Kansas House Commerce, Labor and Economic Development Committee, Kansas Business Coalition and Kansas Department of Labor.

William Wilk, Senior Director of Government Affairs, The Kansas Chamber, submitted proponent testimony on the bill. (Attachment 2) The bill enacts significant changes to the Kansas Unemployment Insurance statutes.

Amber Shultz, Kansas Secretary of Labor, provided testimony on the KDOL modernization priorities. (Attachment 4) The Secretary addressed comments on the proposed amendment addressing the issue raised by the US DOL in the bill.

Michael White, Executive Director, Kansas Contractors Association, provided comments on the bill. (Attachment 5) Mr. White spoke about the taxable wage base, negative balance employers, and up to 16 weeks of Unemployment Benefits in the Heavy Construction Sector.
