Minutes for HB2460 - Committee on Higher Education Budget

Short Title

Prohibiting postsecondary educational institutions from taking certain actions regarding admission applicants and faculty concerning diversity, equity, inclusion or patriotism, exceptions; providing for civil remedies and penalties.

Chairman Howe called for final action on HB2460.

Chairman Howe asked Revisor Jill Wolters to review HB2460 for the committee. She stood for questions.

Chairman Howe opened the debate on HB2460 and asked if there were any amendments.

Representative Fairchild offered an amendment that would include all students and employees both on and off campus. Representative Fairchild moved, Representative Sanders seconded to approve the amendment. The motion carried.(Attachment1).

Chairman Howe offered an amendment to HB2460 regarding page 2, line 2, item (e) by striking "whose" and replacing it with "who believes their". Chairman Howe moved ,Representative Sanders seconded to approve the amendment. The motion carried.

Chairman Howe offered an amendment to strike "or related topics" from HB2460. Chairman Howe moved, Representative Sanders seconded to approve the amendment. The motion carried.(Attachment2)

Representative Smith moved to strike "patriotism" wherever it appears in HB2460. Representative Sanders seconded. The motion carried.

Representative Sawyer offered an amendment to strike "including a pledge or statement regarding diversity, equity, inclusion" on page 1, line 11, and line 17. Representative Sawyer moved, Representative Woodard seconded to approve the amendment. The motion failed.                             

Representative Sanders offered an amendment that would include all employees and students on and off campus. Representative Sanders moved, seconded by Representative Wasinger to approve the amendment. The motion carried.

Representative Sanders moved, Representative Wasinger seconded to pass favorable HB2460, as amended, and rename it Substitute for HB2460.  The motion carried.  Representatives Sawyer, Amyx, and Woodard requested their no vote be recorded.

Chairman Howe adjourned the meeting.
