Establishing the city utility low-interest loan program, allowing cities to apply to the state treasurer for loans from state unencumbered funds for extraordinary electric or natural gas costs incurred during the extreme winter weather event of February 2021.

Chair Kelly opened the hearing on HB 2429, recognized David Wiese, Assistant Revisor of Statutes, who briefed the committee on the bill. (Attachment1) Question and answer period followed.

Chair Kelly recognized Melissa Renick, Assistant Director of Research, Kansas Legislative Research Department, who made several points on HB 2429 and provided information as found in the Fiscal Note.
