Scott Abbott, Revisor of Statutes, provided an overview of HB2263.
Aaron Dunkel, Executive Director, Kansas Pharmacists Association, provided testimony in support of HB2263 (Attachment 2). The bill will allow pharmacists to continue utilizing trained pharmacy technicians to provide vaccination services to their patients. The bill updates Kansas statutes to work under the supervision of a pharmacist that has a valid vaccine protocol in place to administer vaccinations. Technicians would have to complete an approved training program and would be required to be certified in CPR. Over the last two years, technicians have administered tens of thousands of Kansans.
Mr. Dunkel responded to questions from the committee.
Calli Rains, Certified Pharmacy Technician, provided testimony in support of HB2263 (Attachment 3). During the pandemic the PREP Act allowed her, as a pharmacy technician, to administer thousands of vaccines in outreach clinics in Cowley and Sedgwick counties. Pharmacists alone could not have accomplished this and kept up with their daily duties. Ms. Rains provided an example of how the pandemic would have disrupted a pharmacist's daily activities if technicians were not able to assist in providing vaccinations. Ms. Rains asked that she be able to continue providing vaccinations to Kansans.

Dared Price, Pharmacist, provided testimony in support of HB2263 (Attachment 4). Mr. Price noted that his six pharmacies have given almost 50,000 vaccinations in the last two years. Almost half were done at off-site locations. Pharmacy technicians have administered thousands of these vaccinations with no issues. There have been instances where patients have requested a technician administer a vaccination. With the ongoing workforce issues, it would be impossible to return to a time when only pharmacists could provide vaccinations.
