Chairperson Patton opened the hearing on HB2121. Natalie Scott (Attachment 1) provided an explanation of her Bill Brief.

HB2121 addresses how speedy trial is assessed and managed during the COVID-19 public health emergency. Speedy trial provides reasons for granting a request to be discharged from criminal liability. All of these courts have worked diligently to reduce the backlog of cases created by many factors associated with COVID-19 factors. The backlogs have been handled in a variety of ways depending on the resources available in the individual courts in Kansas. All of that testimony is available in their individual attachments.
