Chairperson Carpenter opened the hearing on HB2438. The Revisor gave an overview of the bill (Attachment 5).
Chairperson Carpenter recognized Joseph House who testified as a proponent of HB2438 (Attachment 6). He stated that emergency medical services (EMS) education in Kansas is currently performed by sponsoring organizations, and this structure provides statewide coverage for access to EMS education. The Board has shifted the responsibility of ensuring quality education from the instructor-coordinator and onto the sponsoring organization. This shift allows flexibility within the sponsoring organization to function as efficiently as they desire. The EMS Board believes the growth of EMS education in Kansas has built the mechanisms to continue to ensure quality and safe instruction without the burden of requiring an individual to gain or maintain an occupational license. HB2438 appropriately and effectively eliminates the occupational licensing for the instructor-coordinator and the EMS Board asks for the Committee's passage of this bill. Questions were asked by Representatives Eplee, Clayton and Jacobs.
Chairperson Carpenter recognized Douglas Smith as a neutral on HB2438 (Attachment 7). He stated that the Academy of Physician Assistants is neutral on the bill, but they saw some outdated language in the definition of a health care provider that they would like to have amended. A copy of the proposed amendment is attached to his testimony.
There being no further conferees, Chairperson Carpenter closed the hearing on HB2438.
