Short Title

Enacting the Kansas film and digital media industry production development act, providing a tax credit, sales tax exemption and loans and grants to incentivize film, video and digital media production in Kansas and establishing a program to be administered by the secretary of commerce for the purpose of developing such production in Kansas.

Chairperson Smith opened the hearing for SB91.

Mr. Siebers provided an overview on SB91 that creates the Kansas Film and Digital Media Production Development Act.  The Act provides tax incentives to production companies and grants and loans to further educational programs, workforce development and for direct financial support to businesses for the purpose of developing the film and digital media industry in Kansas.  The act would commence on July 1, 2023 and discontinue in 2033.  (Attachment 8)  Mr. Siebers stood for questions from Committee members.

Proponents:

Stuart Little, Little Government Relations, testified on behalf of Grow Kansas Film (GKF) as a proponent for SB91 noting the bill as amended by the committee and by the full Senate.  The original bill included both transferable and refundable tax credits up to $10 million for qualified projects.  The Senate Committee removed the refundable tax credit from the bill and retained the transferable tax credit and added a carry forward option for the tax credit for up to ten years.  Grow Kansas Film believes the Senate amendments preserve the key components that will allow Kansas to compete with other states, secure a wide variety of business and jobs, and invest in the education and workforce development.  (Attachment 9)  Mr. Little stood for questions from Committee members.
