Chairperson Petersen called the meeting to order at 8:32 a.m. and opened the hearing on HB2346.
Assistant Revisor Adam Siebers briefed the Committee on the bill (Attachment 1). He explained that the bill authorizes the Back the Blue license plate, which may be obtained upon proper registration and payment of the normal license fees. An additional fee of $30 will be assessed to be deposited into the Back the Blue Royalty Fund. The license plate would be exempt from the $5000 development cost, and when 100 paid orders for the plate are received, $4000 will be transferred from the State Highway Fund to the Distinctive License Plate Fund.
Ed Klumpp, Legislative Liaison, Kansas Association Chiefs of Police, Kansas Sheriffs Association, Kansas Peace Officers Association, testified as a proponent for the bill (Attachment 2). He said the bill will accomplish two things: it will allow Kansans to express support for their law enforcement agencies and officers; and, it will provide financial support to the Kansas Chapter of Concerns of Police Survivors. He explained that this is a non-profit organization which supports families of fallen Kansas officers by providing transportation and housing when needed.
Scott Kirkpatrick, President, Kansas City Fraternal Order of Police Lodge #4, provided written-only testimony in support of the bill (Attachment3).
There being no further testimony, the Chair closed the hearing on HB2346.
