Minutes for SB318 - Committee on Judiciary

Short Title

Removing the requirement that municipal courts collect fingerprints from persons convicted of violating certain municipal ordinance provisions related to vehicle registration or driving without a valid driver's license or motor vehicle liability insurance coverage.

Vice Chair Wilborn opened the hearing on SB318.

Jason Thompson, Senior Assistant Revisor, provided an overview of the bill and stood for questions. (Attachment 1)

Karen Torline, Judge, Shawnee Municipal Court provided testimony in support of the bill. She states the taking of prints requires the time and resources of police officers, and other court staff.  By removing the two nonviolent offenses from the requirement of fingerprints, it would free court staff to use time and resources more efficiently. (Attachment 2)

  • Greg Nickel, Part-time Judge in Goessel, Kansas and full-time Court Administrator for Newton, Kansas (Attachment 3)
  • Keith E. Drill, Municipal Judge, City of Mission (Attachment 4)

Amanda Stanley, City Attorney, City of Topeka provided neutral testimony on SB318.  She suggests this legislation be more carefully considered to minimize the potential unintended consequences she outlined in her written testimony.(Attachment 5)

Written-only neutral testimony was submitted by:

  • Ed Klumpp, Kansas Sheriffs Association; Kansas Association of Chiefs of Police; Kansas Peace Officers Association. (Attachment 6)
