Chris Waggoner, Assistant Revisor, Office of Revisor of Statutes, provided the committee with a briefing on the bill. (Attachment1) 

Representative Adam Smith presented testimony in support of HB2523  that would provide consistency in the driving privileges between farm permits (KSA 8-2,96) and restricted permit driver's licenses (KSA 8-2, 101) as this bill would provide consistency in permitted activities of young drivers and the statutes of SB446 that were signed into law on April 18, 2022 by the governor.  (Attachment2).

Christine Smith, Wallace County Treasurer presented testimony in support of HB2523 that, if passed, would create consistency among 14 and 15 year old drivers, allowing farm permit holders to drive to youth groups, church services and other religious activities.  (Attachment3)

John Donley, Kansas Farm Bureau, provided written testimony only in support of the bill. (Attachment 4)

There were no opponents and no neutral testimonies. 

The chair closed the hearing on HB 2523.
