Representative Rahjes called for action on HB 2564 and requested Revisor Hamilton to refresh the Committee on the bill.
Kelsey Olson, Deputy Secretary, Kansas Department of Agriculture, provided the Committee members a copy of the breakdown of the administrative costs of the Local Food Purchase Assistance Program. (Attachment 1) Ms. Olson addressed the Committee with remarks on the costs.
Chairperson Rahjes recognized Representative Younger.
Representative Younger moved, seconded by Representative Carlin, to pass out favorably HB 2564.
Discussion was held among Committee members, Revisor Hamilton, Deputy Secretary Olson, Karen Sieber, Advocacy and Policy Advisor, Harvesters.
Representative Jacobs moved a conceptual motion, seconded by Representative Murphy, to add a sunset of July 1, 2025 to HB 2564.
Discussion ensued.
Representative Probst moved a substitute conceptual motion, seconded by Representative Carlin, to add a sunset of July 1, 2029 to HB 2564. Motion failed.
Division called: 7 Yeas, 8 Nays.
Back on Representative Jacobs' motion to add a sunset of July 1, 2025.
Motion passed.
Division called: 8 Yeas, 7 Nays.
Representative Younger moved, seconded by Representative Minnix, to pass out favorably HB 2564 as amended. Motion passed.
Representative Featherston and Representative McDonald requested to have their "Yea" vote recorded.
The next meeting of the House Agriculture and Natural Resources Committee will be held on Thursday, February 15, 2024.
