Staff briefed the Committee on the contents of HB2758 and stood for questions.(Attachment 5)
Chairman Ellis recognized Representative Goddard as the first proponent. (No written testimony provided.) This bill would change "military service" to "active service" and update the meaning to include the space force. The bill would also clarify that "active service" includes any of the several states and territories. Representative Johnson moved to suspend the rules to vote on the bill. Seconded by Representative Butler, Motion carried. Representative Goddard moved an amendment to make a correction on Page 18, Line 34 to delete "branch" and substitute "component." Also on Line 37 go back to original language to include "provided" and strike "defined" Motion was seconded by Representative Johnson, Motion carried. Back on the bill as amended. Representative Goddard moved to favorably pass HB2758, as amended, seconded by Representative Weigel. Motion carried to favorably pass this bill out of Committee and be placed on the Consent Calendar.
Mike Kelly came forward in support of this bill.(Attachment 6) He provided a letter from Michelle Richart, Midwest Regional Liaison, U.S. Dept. of Defense, concerning this matter.
The Chairman closed the hearing on HB2758 and opened the hearing on HB2759.
