Chairperson Gossage opened the hearing on HB2453.

Jenna Moyer, Staff Revisor gave an overview of the bill. (Attachment 1) There were no questions.

Mike O'Neal testified in support of HB2453. (Attachment 2) He stated that the Compact would provide an additional resource to help address the critical need for improved access to dental care in Kansas and is similar in form and function to the eight occupational licensing compacts that Kansas is already a member of.

Kevin Robertson gave proponent testimony for HB2453. (Attachment 3) He said HB2453 advances an issue the the American Dental Association  and the Kansas Dental Association have long supported - dental licensure reciprocity and portability.

Tonya Dorf Brunner spoke in support of the bill.(Attachment 4) She testified that enacting the Dentist and Dental Hygienist Compact in Kansas would be one more important tool in our state's efforts to ensure every Kansan has access to a dental practitioner.

Jessica Thomas gave proponent testimony for HB2453. (Attachment 5) She said that The Council of State Governments (CSG) has been a part of the development of all 16 active licensure compacts. The compact will enable dentists and dental hygienists to get authorization to practice in states that join the compact. The compact benefits military families.

They took questions from committee members.
