Creating the aspiring future teacher of the year scholarship program; such scholarships based on the recipients of the Kansas teacher of the year award backgrounds and attributes; making and concerning appropriations for the program for fiscal years ending June 30, 2024, June 30, 2025, June 30, 2026, June 30, 2027, and June 30, 2028, for the department of education for such scholarships.

Revisor Jason Long gave an overview of the bill. (Attachment 2)

Proponent Testimony (Oral)

Representative Poskin spoke as a proponent for the scholarship. She described her experience in the past two years getting to observe the Teacher of the Year winners and teams. This scholarship would encourage aspiring education students. The Representative wants to maintain the merit based scholarship model.  (Attachment 3)

Lauren Tice Miller, testifying for Kansas National Education Association and Kansas Association of School Boards, stated the support of both organizations for this bill. They strongly support this excellent scholarship, and view it as a positive step in the right direction of supporting and honoring teachers. (Attachment 4)

Samantha Neill, 2018 Kansas Teacher of the year, stated how much the recognition of her teaching meant to her. She strongly supports this scholarship.  (Attachment 5)

Matt Lindsey, Kansas Independent College Association, explained noted the small independent colleges produce many teachers for Kansas schools. His schools strongly support this scholarship.  (Attachment 6)
